Project Controls Manager (bilingual)
Location: Varennes, QC
The Varennes Carbon Recycling Project (VCR)
is one of the world’s largest green hydrogen production facilities, converting carbon from non-recyclable waste into new value-added biofuels.
The VCR project is growing and looking for a Project Controls Manager to develop, co-ordinate, monitor, maintain, and report on the contractual deliverables for estimating, cost, schedule, and risk.
In this position, you will be responsible for the delivery and reporting to meet the contractual project controls requirements and project objectives. As well as being responsible for providing guidance and mentorship to Project Controls team members.
Duties & Responsibilities
- Apply project controls best practices and methodologies in the development, maintenance, and reporting for the project controls deliverables.
- Define the Work Breakdown Structure, Cost Breakdown Structure, and other requirements of the project controls systems.
- Thorough understanding of the project scope and the execution plan.
- Support the development of the RFPs or bids to ensure that all facets of the scope and requirements for a contract are included and accurately reflected in the estimate and schedule.
- Participate in the evaluation of the bids, including clarifications, and ranking of the bids received to check for completeness, accuracy, scope, timing, and costs.
- Support the document control process for managing the Project Controls deliverables.
- Set up, monitoring, and analysis of key performance metrics.
- Propose opportunities for cost and schedule optimization and efficient use of project resources.
- Support the change management process to assess the impacts of fully implementing any proposed changes and support decision making.
- Forecasting, delay and variance analysis.
- Support the development of the recovery plans and mitigation plans.
- Support claims analysis and litigation as required.
- To provide technical and administrative support to the project’s operations with emphasis on reporting, planning and monitoring progress, estimating and scheduling, and dealing with project change.
- Provide mentorship to team members.
- Generate project forecasts and project performance index.
- Provide narrative and analysis on the status of the project spend against the plan.
Knowledge, Skills and Abilities
- Minimum 15 years of relevant project controls experience (preferably a mix of both cost and schedule), with minimum 8 years on the construction job site.
- Experience on projects with high risk and complexity, preferably in Oil and Gas, EPCM
- Experience in client relations.
- Experienced in management of a full Project Controls function.
- Bachelors’ Degree, Diploma, Designation or related;
- Membership in a professional organization (such as AACE) as a qualification as a Certified Planning and Scheduling Professional.
- Proven understanding of project management, engineering, and construction processes.
- Strong interpersonal, communication, organization, and analytical skills.
- Strong working knowledge of Oracle Primavera, as well as cost control and estimating systems.
- Knowledge of project management system interfaces, i.e. Planning Tool (MS Project with In Control, JD Edwards, etc.) in order to generate and develop project management reporting requirements, capable of controlling and monitoring project progress and expectations from start to finish.
