The Electrical/ICAT Estimator and a member of the estimating team in GTAA Services & NSG Division responsible for all aspects of preparing cost estimate for small tenant to large multi-million dollar projects such as DBFM (Design-Build-Finance-Maintain) Projects, Public, Private, Partnership P3 Projects, Design Assist and Fixed Cost projects. The Electrical Estimator takes the lead role in estimating and directly reports to the Chief Electrical Estimator. The position is accountable to provide electrical estimates for all design stages including conceptual, schematic design, design development, tender or construction stage with a high degree of accuracy and on a timely basis.

Other responsibilities include maintaining and updating estimating software database and industry material pricing, sustaining good rapport with clients, consultants, architects, engineers, subcontractors, manufacturers and suppliers to the standards established by the company.

Duties and responsibilities include but are not limited to:

Technical

  • Reviews front end documents including instruction to bidders to determine closing dates, tendering or Request for Quote (RFQ) procedures, bonding requirements, insurance requirements, construction schedules etc.
  • Determines tender form requirements and set up tender specific breakout pricing to ensure compliance with tender submission
  • Analyzes conceptual design documents, design briefs, project specific output specifications, tender drawings and other documents provided in all levels of design stages
  • Develops possible installation strategies or solutions that will result in a competitive bid and leads to acquiring the project
  • Fills in electrical design gaps for more accurate cost estimate of the electrical scope
  • Performs all around cost strategy right from the early planning stages of concept or order of magnitude to schematic, design development and final construction
  • Builds take-off assemblies, assigns job specific items and creates equipment designations to assist calculate and organize quantity take-offs in estimating software
  • Calculates probable costs of materials, craft labour hours, indirect labour hours, incidental labour hours, labour escalation, job expenses and equipment required to fulfil all provisions of the project
  • Project tools: BlueBeam Revu, Adobe Reader, MS Word, MS Excel
  • Technical or estimating software tools: Accubid Enterprise, LiveCount Pro, Accubid Pro, Accubid Anywhere

Management

  • Provides manpower scheduling and loading to assist identify the effectiveness of the projected construction schedule of the project
  • Responsible for providing pre bid risk evaluation report including the scope of work involved, company's potential benefits and growth, proposal preparation cost, competition and other factors that will help the upper management to decide whether to participate in the bidding process or not
  • Effectively manages and organizes own time in order to complete estimates thoroughly and on time
  • Supervises and trains Junior estimators to assist them in taking-off assigned electrical systems in a systematic and comprehensive way
  • Reviews and coordinates subcontractor and supplier quotes for conformity of the project requirements and determines suitable quotes to be carried in the estimate
  • Generate detailed lead letter for scope clarification and qualifications
  • Responsible for completing bid submission package and accountable for the comprehensiveness prior to submission
  • Presents possible value engineering options that translates to more efficient and cost effective design.
  • Takes an active role in updating and controlling estimating software database’s labour units and material pricing.

Communication

  • Reviews the tender documents for ambiguous items that presents significant impact on pricing and notify the clients and consultants thru documented Request for Information (RFI) forms for future records
  • Collaborates with clients, consultants, subcontractors, manufacturers and suppliers to discuss and formulate a strategic cost effective estimate and resolve issues.
  • Presents and explains estimates to clients, designers and operation teams
  • Prepares specific requisition packages to subcontractors and vendors for pricing
  • Disseminates updated tender information from the client to all estimating team involved in the project
  • Maintains good relationship with sub-trades, suppliers, manufacturers and clients
  • Present a positive reflection of the company at site walkthroughs, design meetings, etc.
  • Participates in site review, tender review, tender hand-off, project closing, kick-off meetings and operational/sector meetings with the Chief Estimator, Project Manager and Purchasing as required

EDUCATION REQUIREMENTS

  • Graduate of Electrical Engineering program or Construction Technology program

WORK EXPERIENCE REQUIREMENTS

  • Over 6 years’ experience in estimating ICI electrical construction work
  • Experience in closing large electrical estimates from $1 million to over $20 million

SKILLS, ABILITIES, AND OTHER REQUIREMENTS

  • Ability to read and interpret plans accurately, identify potential problems and work with others to resolve them
  • Proficient in use of Accubid Classic, Accubid Enterprise and LiveCount, Accubid Anywhere
  • Proficient in Microsoft Word, Excel, Outlook, Powerpoint, BlueBeam Revu and Adobe Reader
  • Self-motivated and able to work with tight timetables
  • Excellent communication, organizational and computer software skills
  • Ability to thrive in a high paced dynamic environment
